There are many locations with occurrence of accidents in the Czech Republic and we can notice unreasonable numbers of casualties and damage to health or property there. Thorough analysis of statistic data from PČR (Czech police) made by Centrum dopravního výzkumu, v. v. i. (Transport Research Centre - public research institution) can confirm this phenomenon.
Due to the current economic situation in the Czech Republic it is not possible to ensure efficient traffic surveillance only by means of human resources (e.g. through a greater number of traffic wardens of the Czech police). In spite of this it is important to find a way of reducing the enormous losses and casualties caused by traffic accidents or in other words lower costs for emergency squads, medical care and financial support to the incapacitated victims of traffic accidents. Needless to say that the actual impact of each individual tragedy resulting from a traffic accident is virtually unspeakable.
This situation is obviously difficult as for the organization and economy and our goal is to contribute to its solution through the implementation of intelligent transport systems (ITS) which are intended to get drivers to positive change in their behavior. It would be achieved thanks to the constant surveillance or by preventive information activities.
Primary idea of the PREVENT system is to secure locations with occurrence of critical accidents and it is significantly focused on prevention. We are convinced that repression shall be considered as one of the basic elements supporting long-term prevention. So far the results of the pilot project have shown that not only have we been able to combine advantages of repressive systems in prevention but also markedly "ease" the whole system and make it more efficient from both functional and economic point of view. We want to lend drivers a hand and show them that the authorities in charge are interested in actual problems that road traffic participants have to cope with. And the most importantly, the point is to avoid putting emphasis on "making profit" through the money collected on penalties for traffic offences.
