  Non-regularly and insufficiently financed road construction, maintenance and operation can cause losses for the society by extra external costs and the lack of positive influence on economic growth and for the individuals by increasing the operational costs (fuel, time, maintenance, lubricant) of the vehicle. The present study aims to show the negative effects of low and unstable road financing on the related market environment and the state’s fiscal revenues. Though we, in the first place, focused on the quantitative methods, also considered the application of qualitative methods, in order to understand better the market of entrepreneurs. The present article is the summary of the most important observations and conclusions of our research on historic changes in the costs (operation, maintenance, development) of public roads as a function of the budgetary balance of public road transport.
